International Information Exposure Index (

Yes. I would make the International Information Exposure Index (IIEI) a five-level model. Because no global survey directly measures this, the numbers below are analytical estimates, constrained by the 2025 connectivity data: about 6.0 billion people (74%) use the Internet and 2.2 billion remain offline.

I would classify people according to the widest geographic information environment they regularly engage with, rather than simply whether they have Internet access.

The estimated 2026 picture

IIEI level Information horizon Estimated people Share
1 — Local Mostly community/local information 2.46 billion 30%
2 — National Primarily information from their own country 1.64 billion 20%
3 — Regional Regular exposure to neighboring countries/region 1.48 billion 18%
4 — International Regular exposure to multiple foreign countries 1.64 billion 20%
5 — Global Routinely follows information from multiple world regions 0.98 billion 12%
TOTAL 8.20 billion 100%

The key result

If we define “internationally informed” strictly as Levels 4 + 5:

Level 4 + Level 5 = 2.62 billion people ≈ 32% of humanity.

So my working estimate is:

🌍 Internationally informed: ~2.6 billion (32%)
🏠 Not internationally informed: ~5.6 billion (68%)

That is substantially different from simply saying “74% of humanity is internationally informed because 74% is online.” Internet access is necessary for much modern international information flow, but access does not equal international information exposure. ITU itself distinguishes basic connectivity from meaningful connectivity, including quality, affordability, devices, skills and security.

And the information environment is becoming increasingly international: the Reuters Institute's 2026 Digital News Report says 54% of people globally use social media/video networks for news, rising to 56% when AI chatbots are included.

So I think this five-level model is much more useful than the simple “Internet user vs non-user” model.

IIEI: 30% local → 20% national → 18% regional → 20% international → 12% global.

If you want, the next step would be to .
